Road resurfacing work between Farnan Avenue and Gaywood Road is due to begin on the evening of Monday 4 October 2021 for five nights and is estimated to be completed by Saturday 9 October 2021.
The works will be carried out in two phases over the five nights: - Phase 1- Monday 4 October to Wednesday 6 October: Forest Road will be closed between Hoe Street and Gaywood Road from 9pm to 5am - Phase 2- Thursday 7 October to Friday 8 October: No road closures will be required during the resurfacing works on Forest Road between Falmer Avenue and Hoe Street from 8pm to 5am. Localised parking restrictions and traffic management will be in place during this period.
This is essential work that cannot be carried out during the daytime due to the amount of traffic present on Forest Road. The resurfacing will be carried out overnight, Monday to Friday, between 9pm and 5am. Some disruption and noise is inevitable with this type of work, however, every effort will be made to keep inconvenience to a minimum. Subject to progress, the work should be completed by Saturday 10 October.
To allow the resurfacing work to be carried out safely and efficiently between Hoe Street and Gaywood Road, Forest Road will be closed to all traffic. Diversions for through traffic and the 123 bus will be in operation and signed via Chingford Road, Billet Road and Blackhorse Lane E17.

Bell Junction highway works: Temporary closure of Howard Road and new permanent No Entry restriction from Forest RoadTemporary closure
As part of the Bell Junction construction works, highway construction works at the junction of Howard Road and Forest Road are due to begin on Monday 4 October 2021 and are expected to be completed by 17 December 2021.
In order to carry out the works in a safe and efficient manner it is necessary to close Howard Road at its junction with Forest Road to motorised vehicles. During this period a signed diversion route via Falmer Place will be put in place and access to all properties will always be maintained. No other roads will be affected during this period.

The measures being introduced are outlined below:
Permanent No Entry restriction from Forest Road
When the Bell Junction construction work is finished, the junction of Howard Road and Forest Road will be narrowed with new wider footways and cycle tracks. As this will reduce the amount of road space in Forest Road, we anticipate that any vehicles waiting to turn into Howard Road from Forest Road are more likely to block the junction, leading to increased congestion, delays and potential safety issues. Therefore, to ensure that the new junction layout operates safely and efficiently, motorised vehicles will only be permitted to exit Howard Road onto Forest Road in a northbound direction. All vehicles wishing to access Howard Road when travelling along Forest Road will only be permitted to do so by using Falmer Road, Hurst Road and Seaford Road respectively.
The emergency services have been informed of the working arrangements and access for fire, police and ambulance will be maintained throughout the work.

From 30 June work is planned to start on the north east side of the Bell Junction between Chingford Road and Farnan Avenue.
The work includes the installation of a segregated cycle track, laying new kerbs between Chingford Road and Farnan Avenue, upgrading the footway with new paving to match what has been installed on the north west side of the Bell Junction and the construction of a blended "Copenhagen" crossing (also known as a continuous footway) at Kenilworth Avenue.
Access to Kenilworth Avenue and Farnan Avenue will be maintained and we expect this work to take 4 weeks to complete, after which we will move onto the next phase of works in Chingford Road and Hoe Street.

From week beginning 7 June 2021 work is planned to start on the south east side of the Bell Junction between Falmer Road and Howard Road.
The work includes the installation of a segregated cycle track, laying new kerbs between Falmer Road and Howard Road and upgrading the footway with new paving to match what has been installed on the north west side of the Bell Junction.
We expect this work to take 4 weeks to complete, after which we will move onto the next phase of works on the north east side of the Bell Junction.
The work is taking place in sections to help keep traffic flowing through the junction during this time, and we kindly ask that you continue to plan your journeys ahead and, if possible, consider active travel when travelling locally.

Construction work is now underway on the Bell Junction, starting with the north side of Forest Road between Bromley Road and 609 Forest Road.
This work involves digging up the pavement and road at this location to make way for a new wider footway and cycle lane, and should take six weeks to complete.
Construction will take place Monday to Sunday, however our contractor Riney will aim to keep noise and disruption to a minimum during any weekend construction. We apologise for any inconvenience caused, and please do not hesitate to contact us if you have any questions.

Two new modal filters (road closures to through traffic) will be installed on Chandos Road and Dudley Road, at their respective junctions with Chingford Road, during the week commencing 22 February 2021.
These two modal filters are being introduced as part of the wider Forest Road scheme and Bell Junction construction work, due to start the week commencing 1 March 2021. This is to ensure that any additional traffic is not pushed into the nearby residential areas to bypass the works, but also aims to respond to historic concerns over the volume, speed and impact of traffic using the streets either side of Chingford Road and the Bell Junction as ‘cut-throughs’ to bypass the traffic lights.
In the past we have generally created modal filters with physical features to restrict motorised traffic, while still allowing enough space for pedestrians and cyclists to travel through. However, following scheme specific discussions with the Emergency Services, the modal filters in Chandos Avenue and Dudley Road will be enforced by CCTV and there will not be a physical barrier in place. Apart from the Emergency Services, motorised vehicles will not be allowed to travel through these modal filters and will be issued with a Penalty Charge Notice (PCN) if they do.
To begin with, the modal filters will be installed using experimental traffic order (ETO) powers, which last for a maximum of 18 months. During the experimental period we will be gathering local feedback, engaging with key stakeholders and collecting traffic data to help inform whether the changes should remain in place permanently, or whether they should be withdrawn following the completion of the main Bell Junction works.
The views of local people are important, and we are running our engagement activity alongside implementation of the scheme to capture and respond to local views from the start. Not only is this method of engaging encouraged by Government, it also allows local people to see the immediate effects of the changes and provide feedback on actual experiences.

Since launching the Forest Road LSP scheme in December, our construction team have been working hard introducing the new measures.
So far, the team have completed work on all the bus stop bypasses and bus stop boarders and have completed most of the mandatory cycle lane lining. You may have noticed that work amending the yellow lines along the route is also complete and work is underway replacing the waiting and loading restriction signage in the area.
The new semi-segregated cycle lanes, which involves installing wands (vertical plastic poles) providing a physical barrier between the cycle lane and the road, are almost complete, with only 20m west of the Hale End junction left to install.
Over the next few weeks, the team will be finishing work on the footway to the west of Hale End junction as well as removing the cattle grid at the top of Forest Road.
